As we used to say on multiple choice exams, "Are we allowed to guess?" I was laboring over a physics exam of that type when one of my fellow navvies asked it. The prof's answer was, "Hell, everything is a guess, isn't it?" So I venture 2002.
Based on the photo alone I would have guessed the year to be much earlier than 2002, but the clues suggest this wasn't the 90s. - 2002, my final answer
